That’s right, Ciel Phantomhive & Sebastian Michaelis are becoming tiny nendoroid dolls by Orange Rouge.
Orange Rouge is a brand by Good Smile Company (GSC) & Max Factory. The brand focuses on bringing fans male character figures and other goods.

From “Black Butler: Book of the Atlantic” comes a Nendoroid Doll of the main character Ciel Phantomhive.
Nendoroid Dolls feature the same Nendoroid heads, but an alternate doll-like body that is highly articulated and can easily be dressed-up into different outfits while still remaining a palm-sized action figure!
