If you placed a pre-order to reserve the impressive Nightmare Taeyang Pullip Dolls, there have been some unfortunate delays due to production issues.
The new scheduled release date is set for September 2013 instead of June 2013.

Yes, you are correct the dolls are available for sale in Japan only 🙁
But a proxy service can always be used if a person outside of Japan really wanted to purchase the NightMare Pullip collection.
